Could we please finally define WebID

I dont know the future of the group, but I think we owe it to ourselves,
before all is said and done, to define what a WebID is

If only for the historical record

This can be a standalone document, perhaps a Group Note or Finding

It could be as short as 1 page, maybe 2 pages if examples are included.

So when someone asks, "What is a WebID", it will be possible to point them
somewhere.

After 15 years, I think we owe it to ourselves to be able to point to a
standalone document that tells the world what a WebID is, and to have
consensus on that.  WIthout that, I dont think anything can proceed anyway.

Could we please do that before the group closes?
