These statements have identical meaning to me:
* "we optionally-but-preferred MUST do..."
* "we optionally-but-preferred SHOULD do..."
* "we SHOULD do..."
None of them is a MUST: The first instead contains a super confusing
"this sentence does not state a MUST despite writing one".
Can we please write MUST only when we mean MUST. See also

If you insist then ruin SHOULD instead - how about SHOULDish, SHOULDer
