You cannot impersonate me if you don't at the very least start the process by acquiring my Private Key. If by some mechanism you acquire my Private Key that doesn't mean you will pass an ACL test on resources protected in my (or other) Data Spaces. WebID-TLS is the protocol. WebACLs are how resources are protected.
