I missed this part in my earlier response. That's fine re. straw poll 
vote (via email or use of Wiki doc), but corrected to read:

[1] a WebID MUST be a an HTTP hash uri
[2] a WebID SHOULD be an HTTP hash uri
[3] a WebID SHOULD be any HTTP uri
[4] a WebID MUST be an HTTP uri .
