2. Detailed spec review, in particular:

- specification structure;
- completeness / missing info;
- clarity / ambiguity / inconsistencies;
- missing normative requirements.

3. Encoder discussions: how to develop a high quality encoder implementation.
4. Conformance Test Suite planning:

- what parts of the spec need to be tested (and how);
- what parts (if any) would not be tested (and why).
