Static IFT Presentation at the next WG Meeting.

I'm happy to report that in the last few weeks I've been able to implement
a prototype of my static IFT proposal (see

).

I've put together both a presentation and a demo for the next fonts WG
meeting (Oct. 24th, 2023). In my presentation I'll be:

   - Give an overview of the previous proposals.
   - Provide details on a concrete proposal for encoding a patch mapping
   table.
   - Show a demo which loads fonts via the new table using both shared
   brotli and IFTB patches.
   - Data on encoding and transfer costs gathered via the prototype
   implementation.
