I dug a bit, and it seems this test ended up here by mistake. It is
intentionally an invalid font and is supposed to be rejected (it is the
same file as directory-table-order-002.woff2 from Format tests, a font
with wrong table order), so I think it should be removed from the
Decoder tests.
