Quick spec status update

Hello all,

The status of the following actions have been changed to "Pending Review" (this will be part of our F2F discussion):
Action 134 - edited spec adding a paragraph in section 2 to mandate table directory sorting and table order to follow OT recommendations.
Action 135 - Rod reported (http://lists.w3.org/Archives/Public/public-webfonts-wg/2014Sep/0010.html) that current implementation produces consistent results for 255UInt16 encoding using shorter byte sequences. Edited the spec (last paragraph of 255UInt16 description):

-          to require decoders accept any possible encoded variations (UA:MUST accept them all) and

-          recommend that encoder produced shorter byte sequences whenever possible and

-          be consistent.
Action 136 - Added a second paragraph in the description of the UIntBase128 data type specifying conformance requirements for both AT and UA.
Action 137 - Added the conformance statements to WOFF2 Header description (section 3.2):

-          for FF to mandate reserved value be set to 0, and

-          for a decoder to not reject a font file if the reserved value is != 0.

Action 138 - Table Directory needs further work. Things that need to be addressed include:

-          whether a table directory size (or explicit offset to the compressed font data) should be added to allow compressed stream be read before the table directory is processed;
Action 139 - edited the spec according to agreement to mandate the removal of the DSIG table (+ conformance statements)
Action 140 - edited the spec to require bit11 (flags of the 'head' table) set.
Action 141 - added a normative statement for decoder to store glyph record offsets in compliance with the specified indexFormat.
Action 142 - edited the spec + conformance statement to mandate implicit bounding box calculations.

The modified text of the spec is attached for your review. Chris, can you please commit this version to CVS so that it can be accessible online as well?
