Indeed. I suggest that the WOFF spec does not say anything about
embedding bits.

Also, remember that user agents come in different flavors. Browsers
don't embed font data in the output (AFAIK), but tools like Prince
(which supports WOFF in the newly released 7.1 [1]) do. So, I don't
think WOFF should say that embedding bits must be honored or ignored
-- that should be left to the UA.
