Also, remember that user agents come in different flavors. Browsers don't embed font data in the output (AFAIK), but tools like Prince (which supports WOFF in the newly released 7.1 [1]) do. So, I don't think WOFF should say that embedding bits must be honored or ignored -- that should be left to the UA.
