web-features governance status update and opportunity for feedback

Hi folks,

While an admittedly less exciting process than the Baseline definition,
work continues on adopting a web-features/feature-set governance document.
Over the last few weeks, the interim governance group has been revising the
document (based on the mdn/browser-compat-data governance doc, itself based
on several other projects).

We're now extending an invitation for others to take a look at and provide
feedback on the governance document. You can find more detail about the
process, a brief summary of changes, and a link to the document itself on
