Indeed we still have the cfc for key format to be normative or not (to describe it short) to trigger.

Could you indicate what you believe the other outstanding CFCs are?

I'm specifically looking at https://lists.w3.org/Archives/Public/public-webcrypto/2016Aug/0047.html - a clear CfC - and https://lists.w3.org/Archives/Public/public-webcrypto/2016Aug/0046.html  - which suggested a CFC would be proposed at a later date.
