[W3C Web Crypto WG] switching Key Discovery API into a Note

Dear all,
Last October, following a CfC [1], the WG made the decision to move the Key Discovery API WD into a Note.
The editor just made the appropriate changes (thanks Mark), and it will soon be announced to the membership and updated under TR.
