[W3C Web Crypto] Call for consensus -> moving to github

Dear all,

During our call yesterday we have resolved to move the specification under github and have that repo as our common working place.

With respect to our working method, we have a 2 week call for consensus for approving this decision. If no one raise any objection, the n we will switch to github. The deadline for receiving your objection to that decision (or support) is 8th of march, EOB, UTC based.
