Are you referring to the decision to make NUMS an extension (aka separate
spec) versus being integrated in the main spec ?

I think Ryan was referring to the decision in whether NUMS curves would be
added to the existing EC and ECDH algorithms or whether there would be new
EC-NUMS and ECDH-NUMS algorithms. This is orthogonal to whether there are
new or existing specifications.

IIUC Ryan is in favor of separate algorithms and Brian is in favor of
extending the existing one. I don't care as long as we can make progress.
