Here's a draft web-page for the WebCrypto v.Next Workshop. Let's discuss
on Monday if we can agree on the dates and schedule put forward below,
and of course, more members of the Working Group on the Program Committee.

FYI, after a workshop it would be at least a month or two to get
agreement on what is in scope in the rechartering, so the rechartering
process can happen in parallel with the creation of the test-suite
needed for CR.
