Discussion of WebCrypto API in HTML WG

There is some informal HTML5.1 discussion going on in the HTML WG (not 
sure what its relationship to WHATWG CG is...) over the WebCrypto API.  
There appears to be some confusion in the discussion, but I *think* the 
use-case is signing DOM serializations of HTML, which at least appears 
useful and possible. I told folks I'd relay the message, and that we are 
still working on our API but they are encouraged to submit a use-case:
