Few things about your proposal :

I like your idea (1) to organize a Korea/Japan/China meeting but the only problem is that we will not be able to make any decision during those calls – what would be the value to vote on something with only part of the group. We definitely need to switch to bi-weekly calls – this has been also backed by Ryan. As a conclusion I would prefer that we make a call twice a month, and my proposal is :

-          Bi weekly calls on Mondays with alternate timing :  one @18:00 UTC and another one @ 15:00 UTC.

We need to make a decision this week in order to start our call  next week. All opinion are welcome to save this logistic problem !

As regards the timing, 16:00 UTC is 8:00 AM EST, which I think will likely mean losing lots of participation on the West Coast, and it seems folks in Korea/Japan in general can't make that time :(

 So I think we should stay with the current time for today's call, as Zakim requires some notice to change call times.

1) do a once-a-month call with Korea/Japan/China at a different time.

2) do biweekly calls (which in my experience causes confusion) at different times, with one time being more suitable for California and the other for Korea/Japan/China.

Any preferences?
