Hi Harry,

It wasn't clear to me from our telecon notes what the ACTION was here, but
I will note that getRandomValues is currently listed as part of our draft,
so whether or not IE has or hasn't implemented it, it would seem like
having it in our draft isn't problematic.

Have I misunderstood the motivation for this?
