crypto-ISSUE-34 (certificate-format): Representation of certificates [Web Cryptography API]

http://www.w3.org/2012/webcrypto/track/issues/34

Raised by: Ryan Sleevi
On product: Web Cryptography API

Filed as a separate issue from ISSUE-15, which relates to the discovery of certificates once a Key handle is obtained.
