Re: New Editor's Draft published

Hi Ryan,

I reviewed Sections 1-18 (up to "Crypto Interface", before
"Algorithms"). I made the following changes.

1. I fixed all the straightforward problems I spotted:
- typos
- formatting problems (such as adding <code> tags)
- broken links

2. I changed "SP 180-3" to "FIPS 180-3".

3. I added a note to the Acknowledgements section for the origin of
the getRandomValues method in the Crypto interface. (It was originally
proposed by Adam Barth to the WHATWG.)

The diffs for my changes are attached for your reference.
