[W3C Web Crypto WG] action and issue update

Dear all,

Based on our discussions today [1], I have updated status of actions and issues [2].  If you disagree with my understanding of action dates or issue status, just let me know.
Please note that due dates are now accurate and all actions due by next week should be addressed as soon as possible, in order to help editor to brew a new version of the draft API for the 20th of August.
