Lofton,
Here is the draft to be sent for Transition to PR.
Have a review and let me know if it is OK with you.
I need your final SOTD update to include at the end of the request.
We should sent it tomorrow, end of day, Boston Time.

This is a request for a Transition to PR.
----------------------------------------
* Title: "WebCGM 2.0"
* URI: http://www.w3.org/TR/2006/PR-webcgm20-20060906/
* Estimated publication date: 20 October Sept 2006
* Document Abstract: see below
* Status section: see below
The PR version is currently available at
http://www.w3.org/Graphics/WebCGM/drafts/PR/Overview.html
and will be moved to its final destination.
* Record of the decision to request the PR Transition:
During its WG F2F meeting, the WebCGM group has resolved to request
Transition to PR.
[From the Minutes]:
<lofton>
Subject to no further comments by CR close, 6th October, the WebCGM WG
approves the spec [2] for PR transition and requests the Director to
approve PR transition.
<lofton> (Don sent email saying that he approves.)
<lofton> No objections?
<lofton> Unanimous.
See
http://www.w3.org/Graphics/WebCGM/WG/Minutes/2006/10/05-webcgm-minutes.html
* Report of important changes to the document:
The changes that this version introduces from the CR version are minor
changes.
- Added informative Appendix E, "WebCGM accessibility" -- written in
collaboration with WAI PF
- Added WCAG and UAAG to Chapter 1 References.
- Removed ancient, pre-W3C parts of Change log.
See Appendix D1. Change Log
http://www.w3.org/Graphics/WebCGM/drafts/PR/WebCGM20-Appendix.html#webcgm_changelog
No features at risk were removed.
* Evidence that the document satisfies group's requirements:
The group's initial requirements have not changed. The WG has fulfilled
all requirements.
See initial WebCGM 2.0 Requirements at
http://www.cgmopen.org/technical/WebCGM_20_Requirements.html
* Evidence that dependencies with other groups met (or not):
WebCGM 2.0 has no normative references to W3C specifications that are
not yet Proposed Recommendations.
Dependencies with other groups have been explored and ensuing issues
resolved during the Last Call period.
See the Disposition of Comments document at
http://www.w3.org/2006/07/03/WebCGM2-LastCallResponses.html
* Evidence that the document has received wide review:
The specification was reviewed by implementers of the WG and by the
following organizations:
- OASIS has reviewed the Last Call version, through their monthly meeting.
- Peter Zimmermann representing Technical Publication Specification
Maintenance Group (TPSMG) of ASD, who maintains the S1000D CGM Profile
has reviewed the LC document.
- Air Transport Association (ATA) has reviewed the LC document.
* Evidence that issues have been formally addressed.
No comments received during the CR period review.
* Objections:
No objections have been received.
* Implementation information:
The CR exit criteria, as decided by the group and mentioned in the
specification, are:
" 1. Sufficient reports of implementation experience have been
gathered to demonstrate that the WebCGM 2.0 features are implementable
and are interpreted in a consistent manner. To do so, the Working Group
will insure that all features in the WebCGM 2.0 specification have been
implemented at least twice in an interoperable way. This defined this as:
- the implementations have been developed independently,
- each test in the WebCGM 2.0 test suite has at least two passing
implementations.
2. The Working Group releases a public test suite for WebCGM 2.0
along with an implementation report."
During the CR period, the WebCGM WG has finalized and released a WebCGM
2.0 test suite available at
http://www.w3.org/2006/Graphics/WebCGM/testsuite.html
There is already a good amount of products in development implementing
WebCGM 2.0, from Viewers and Printers Browser plug-ins and standalone
viewers, Editors, Filters and Converters, WebCGM capable printers, etc.
See http://www.cgmopen.org/webcgm/products.html
There has been an "interoperability day" during the WebCGM WG F2F
meeting in Köln, Germany, Aug 23, 24, 25th 2006.
A implementation report with detailed matrix shows which software
implements each feature of the specification.
See http://www.w3.org/2006/Graphics/WebCGM/implementation-report.html
On October 05th 2006, each test in the WebCGM 2.0 Test Suite has at
least two passing implementations developed independently. This includes
the features at risk mentioned in the WebCGM 2.0 CR version. Therefore
the exit criteria mentioned in the Status of this Document section of
the WebCGM 2.0 Candidate Recommendation are fulfilled.
* Patent Disclosures:
No patent disclosures have been made for any specifications of this group.
See WebCGM WG Patent Policy Status
http://www.w3.org/2004/01/pp-impl/39256/status
On 22 September 2006, the Working Group received notice of a Patent
Policy exclusion period to end on 21 November.
The Working Group expected to advance to Proposed Recommendation prior
to that date. Therefore the Group requested to end the exclusion period
early by securing agreement from all Advisory Committee Representatives
of Members participating in the WebCGM Working Group.
All Working Group Members have agreed to end the exclusion period that
began 22 September 2006. All agreed to waive any right to future
exclusions with respect to the text of the WebCGM 2.0 CR draft.
The result of the Questionnaire for enabling WebCGM WG to end exclusion
opportunity is available at
http://www.w3.org/2002/09/wbs/39256/webcgm2006/results
As all participating Members agreed to end the exclusion period, the
group requests to advance to Proposed Recommendation. The exclusion
period will end upon approval from the Director to advance to Proposed
Recommendation.
* Abstract:
Computer Graphics Metafile (CGM) is an ISO standard, defined by ISO/IEC
8632:1999, for the interchange of 2D vector and mixed vector/raster
graphics. WebCGM is a profile of CGM, which adds Web linking and is
optimized for Web applications in technical illustration, electronic
documentation, geophysical data visualization, and similar fields. First
published (1.0) in 1999 and followed by a second (errata) release in
2001, WebCGM unifies potentially diverse approaches to CGM utilization
in Web document applications. It therefore represents a significant
interoperability agreement amongst major users and implementers of the
ISO CGM standard.
WebCGM 2.0 adds a DOM (API) specification for programmatic access to
WebCGM objects, and a specification of an XML Companion File (XCF)
architecture, for externalization of non-graphical metadata. WebCGM 2.0,
in addition, builds upon and extends the graphical and intelligent
content of WebCGM 1.0, delivering functionality that was forecast for
WebCGM 1.0, but was postponed in order to get the standard and its
implementations to users expeditiously.
The design criteria for WebCGM aim at a balance between graphical
expressive power on the one hand, and simplicity and implementability on
the other. A small but powerful set of standardized metadata elements
supports the functionalities of hyperlinking and document navigation,
picture structuring and layering, and enabling search and query of
WebCGM picture content.
