edited NS URI de-reference document

Hi All,

As agreed at the f2f, the de-reference document located at the NS URI [1] 
will change, to feature both OASIS and W3C.  Attached is a sample version 
of such.

Comments?

At what process point should we (the WebCGM TC) request to change that 
document, as it now sits on the OASIS site [1]?
