The idea is to let algorithms evolve including support for quantum safe ditto. It would though be useful creating a separate "living" algorithm document so that RPs can see what the current options are and which are deprecated. Have a default doesn't work because then a RP may be get a registration for a "new" algorithm which it isn't yet prepared for.
