I have updated [the chrome bug](crbug.com/1330581), [filed one against firefox](https://bugzilla.mozilla.org/show_bug.cgi?id=1773760) and also [one against safari](https://bugs.webkit.org/show_bug.cgi?id=241517).

Huge thank you to Amos Lim from Samsung who brought this issue back to life and is [fixing it](https://chromium-review.googlesource.com/c/chromium/src/+/3686704) on chromium. Chromium changes will update the WPTs -- so I'm closing this issue for now.
