As I see it, this is an implementation error in the browsers - not a specification error.  Issues should be filed with the browsers and this should be fixed there.

As a practical matter, if the browsers don't ignore new values, it will be difficult to impossible to incrementally deploy new features using new values.  We'll be largely stuck where we are if the browsers don't fix this implementation error.
