If you dig, the spec unambiguously states that they mean the same thing (which is quite helpful!). But as it stands, there is no way to infer this if someone doesn't tell it to you: every person learning learning the spec has to learn this inconsistency, and has to document/explain it to every colleague who interacts with their WebAuthn implementation.
