From FIDO Security Requirement spec, at least it does not limit the private keys' usage for FIDO message only on L1/L2 levels authenticator, [link](https://fidoalliance.org/specs/fido-security-requirements/fido-authenticator-security-requirements-v1.4-fd-20201102.html#h_note_5:~:text=levels%20L1%20and%20L2%20the%20Authenticator%20doesn't%20need%20to%20restrict%20the%20private%20authentication%20key).
