I've verified that the YubiKey 5.2.4 does respect the order of preference when invoked via `python-fido2` also, both with and without `requireResidentKey`, so this has to be happening somewhere in the browser layer. I agree it's not what I would expect from the spec, so it seems strange that it behaves the same across browsers...

@agl @jcjones Any comments on this? Is this behaviour intended?
