FW: New Version Notification for draft-hodges-webauthn-registries-02.txt

Thanks to Jeff Hodges for updating the draft that creates the IANA registries used by WebAuthn.  The updated draft now populates these registries with the initial values listed at https://www.w3.org/TR/2019/REC-webauthn-1-20190304/#sctn-IANA.
