[webauthn] Travis build is broken (#1160)

emlun has just created a new issue for https://github.com/w3c/webauthn:

- Build [#2680](https://travis-ci.org/w3c/webauthn/builds/490807269) on 2019-02-09 succeeded
- Build [#2681](https://travis-ci.org/w3c/webauthn/builds/492263837) on 2019-02-12 and later have failed

Error:

```

This does not seem related to any changes we have made to our code. Most likely this seems like a regression in Travis, or possibly but less likely a regression in Bikeshed.
