To add to my previous comment:

Likewise, there are integers representable as CBOR integers (major type 0 and 1) but not representable in a JavaScript `Number`.  This includes all odd integers in the interval (2^53, 2^64).

As a result, the suggested text "... a non-integer number, a number less than -2^53, or a number 2^53 or greater ..." is plausible, just as "... a non-integer number, a number less than -2^64, or a number 2^64 or greater ..." is.
