agreed. 

fwiw, part of my motivation for asking is that Mike West has labeled
Credential Management spec as 'Level 1' from the get-go.

The 'spec level' notion should probably be added to the W3C process doc
section on 'Maturity Levels' or thereabouts when that doc is next revised.
