Discussion of Payment AuthZ proposal

Hi there,

I started a discussion thread (by asking a couple of questions) of Adrian's
interesting proposal on combining webapayments and webauthn at
https://github.com/w3c/webauthn-pay/issues/1

Not sure that's the right protocol/etiquette. Let me know if I should have
done something differently.
