WebAssembly meeting on performance; TPAC

Hello WebAssembly Community Group,

Hot on the heels of our CG charter adoption

we'll be holding our first WebAssembly Community Group meeting. This
meeting will focus specifically on post-MVP performance features and will
be run similar to other Standards meetings (such as TC39 or C++).
Specifically, we'd like to advance the threads

and SIMD
<https://github.com/WebAssembly/simd/blob/master/proposals/simd/Overview.md>
proposals so that they may be agreed upon for standardization. We'll also
discuss the proposed Working Group charter
