Intent to Migrate Device Bound Session Credentials from WICG to WebAppSec

As agreed in the 2024-11-20 meeting of WebAppSec (notes
<https://github.com/w3c/webappsec/blob/main/meetings/2024/2024-11-20-minutes.md>),
we’d like to move Device Bound Session Credentials from WICG to WebAppSec.
