CfC to publish Trusted Types as an FPWD.

Hey folks,

We adopted Trusted Types
<https://lists.w3.org/Archives/Public/public-webappsec/2019Sep/0027.html> into
this group quite some time ago, and it seems reasonable to formally publish
the draft as an FPWD. This email is a Call for Consensus to do
exactly that, which will run for the next two weeks, ending on June 16th.
