[webappsec] Brad Hill stepping down as co-chair

One of the most impactful parts of my career and a thing I'm proudest of
has been helping facilitate the work this group has done over the last five
years, but it is time to hand that opportunity over to someone else.

It has been some time since I felt like I was really able to give this
group the energy and attention it deserves, and between a new job role
where this work is less aligned with the projects I'm accountable for on a
day-to-day basis, and adjusting my work/life balance as a new parent, that
seems unlikely to change.  I plan to still participate and contribute, but
keeping myself on the critical path for regular functions of the group
would do it more harm than good.

As a last announcement from the chair's position, I want to extend my
thanks to everyone who has participated in making this such an amazing
community, for the impact we've delivered and continue to deliver, and for
the dedication to friendly cooperation among rivals in the interest of
making everyone on the Web safer.  I also want to give my special personal
thanks to my co-chair Dan Veditz and former co-chair EKR for their
leadership and assistance, and for stepping up to keep the group moving
ahead when other demands kept me from pulling my proper weight here.

I'll miss seeing everyone at TPAC this year, but hope to see you all again,
face-to-face, soon.
