This is stale and likely not going anywhere as a standalone document.
Portions of it may be adapted into a future revision of Intersection
Observers, but it isn't really legitimate to continue to list it as a WG
work in progress.

TOPIC: Call structure for 2017.  Back to spec-based calls?

On our next call, perhaps dependent on the outcome of the call structure
topic, I'd like to do a review of COWL and see if it is going to progress
or if it should also be moved to NOTE status.
