[webappsec] Call for Consensus: new WD of UI Security

Has been available for some time.  I've been hoping to get further comments
from potential implementers, but John W. pointed out last week that this
new draft is difficult to find since the ED link on the published spec
doesn't point to the new Github repo.

This is a call for consensus to refresh the WD to this latest version.  It
will end June 1, 2015.  Positive responses encouraged, silence is consent.
