SRI: Shipped on tip-of-tree Chromium

Hi webappsec folks. I just wanted to give a heads up that SRI just hit
tip-of-tree Chromium: https://codereview.chromium.org/1186883003/

While it's been present behind a flag for a while now, this takes away the
flag and makes the integrity attribute available to the open Web.
