last charter update

For the sake of completeness, I've pushed one more update to the charter
which includes the two new deliverables we reached consensus to take to
FPWD today: "Upgrade Insecure Requests" and "Content Security Policy
Pinning".  I noted that the "Upgrade Insecure Requests" feature may be
delivered standalone or as part of an update to MIX.
