[webappsec] draft new WG home page

I'm trying to clean up the WG's homepage as it has gotten out of date
and cumbersome.

The new version is a lot cleaner, a little bit responsive, and
hopefully much more usable on mobile and small-format devices.

I've also moved to showing an embedded view of the group's Google
calendar as the source of all truth for meeting dates, calls for
exclusions, etc.  Hopefully this will help reduce the decay of
date-specific content in the rest of the page going forward and make
the fact of its existence more obvious for those who might want to
subscribe.

Give this draft a look if you get a chance, feedback more than
welcome.  I'll move it over to the real URL in a few days unless folks
hate it.  (still need to break out meeting minutes into their own
page)
