Rechartering Thread 11: Entry Point Regulation

Though not on our survey, David Ross of Google introduced his EPR proposal
to the group at TPAC.

Code for a Chrome extension implementing EPR:

There was interest in this proposal, but based on subsequent discussion
and research, it seems it may best fit as additional features in the
existing Manifest specification happening in SysApps.

Consensus seems to be that the group is interested in taking this on as a
joint deliverable if SysApps is amenable to such.
