Should they?  I'm not sure we want to have changes in Content-Encoding 
(in its typical misuse as a replacement for the unsupported 
Transfer-Encoding) to require a different hash.

Unfortunately we don't have a useful term to refer to "the thing you get 
after you undo Content-Encoding".
