PSA: Feature Policy is now Permissions Policy

Hi WebApps,

Just a heads up that the WebAppSec WG's "Feature Policy" spec has been renamed "Permissions Policy" (with an "s"!). 

If you were citing "Feature Policy" in your spec, it's likely all your links/references are now broken. You should be able to fix things by pointing to the new shortname "permissions-policy" (case insensitive). 

If you have issues updating your spec, give me a shout!
