Mixed Content notes a change to the WebSocket API in order to align the
behavior of sockets with things like XHR, EventSource, and Fetch:
http://www.w3.org/TR/mixed-content/#websockets-integration. The relevant bit of
which is:

The WebSocket() constructor algorithm [WEBSOCKETS] is modified as follows:

Remove the current step 2.

It would be lovely if we could incorporate these changes into the WebSocket API
spec in a future iteration.
