I don't think permissions is intended for v1 although Marcos could 
clarify. (You could also file an Issue (enhancement) via 
<https://github.com/w3c/manifest/issues>).

(Marcos, perhaps the document Jeffery references above should be gutted 
and/or redirected to <http://w3c.github.io/manifest/>?)
