I just looked up the history of this code in Gecko, and the best I can give you is https://bugzilla.mozilla.org/show_bug.cgi?id=48202#c6 and https://bugzilla.mozilla.org/show_bug.cgi?id=48202#c30 So it's possible that the original behavior was just an oversight that then got copied. Someone with access to a browser version control system from before 1998 would need to look to make sure... -Boris
