[widgets] Widgets Updates

  Over the last few days I've been updating the Widgets Updates 
specification with Marcos.

The latest editor's draft is available here:

Please review and propose any input or feedback on the mailing list.

This draft does not assume consensus of the working group on the 
material at this point.
